Gunmen kill eight Tunisian troops as political tensions rise

TUNIS | Mon Jul 29, 2013 7:40pm EDT

TUNIS (Reuters) - Gunmen killed at least eight Tunisian soldiers on Monday, staging the biggest attack on the security forces in decades as political tensions rose between supporters and opponents of the Islamist-led government.

President Moncef Marzouki called the ambush on Mount Chaambi, near the Algerian border, a "terrorist attack" and announced three days of mourning. Tunisian troops have been trying to track down Islamist militants in the remote region since December.

Tunisians fear they may be sliding into one of the worst crises in their political transition since autocratic leader Zine al-Abidine Ben Ali was forced to flee during a 2011 uprising that set off revolts across the Arab world.

"We have entered the period of terrorism. We are going to pass through a difficult period but we shall overcome it," Marzouki said in a televised address. "I call on all politicians at this historic moment to stand for the nation and unite."

State television cut off normal programming to show pictures of the dead soldiers and wounded comrades, broadcasting Quranic verses and patriotic anthems in the background.

Thousands took to the streets in the town of al-Qasreen, near the site of the attack on the army, many of them demanding the government's ouster, residents in the area said.

Instability has been rising during the political chaos. Last week, the capital, Tunis, was hit by its first-ever car bomb, though no one was hurt.

After clashes between pro- and anti-government protesters on Monday, the army sealed off the main Bardo square in the capital with barbed wire and declared it a "closed military zone." Demonstrators on both sides vowed to return in the evening.

The secular Ettakatol party, a junior coalition partner, called on the moderate Islamist Ennahda party, which leads the government, to step down, saying a new administration representing a wider consensus was necessary. "If Ennahda rejects this proposal, we will withdraw from the government," Lobni Jribi, a party leader, told Reuters.

Prime Minister Ali Larayedh ignored the calls to create a new unity government and said he would carry on leading the country.

Protests aimed at ousting the government intensified last week after the second assassination of a politician from the secular opposition in six months. The government blamed hardline Salafist militants for both attacks, but the opposition holds Ennahda responsible, arguing that its leadership has not done enough to investigate and crack down on militant attacks.

PRESSURE MOUNTS TO DISSOLVE GOVERNMENT

Despite previous unrest, Tunisia had been a model for democratic transition among the "Arab Spring" states. But divisions are growing between the opposition - emboldened by the Egyptian army's ousting of elected Islamist President Mohamed Mursi - and Ennahda supporters, who are determined to avoid a similar fate.

"In all countries of the world, when the state faces a terrorist attack the people come together. But I don't see anything like that happening now in Tunisia," Marzouki said. "All we see is divisions and chaos."

The opposition may be able to mobilize Tunisians further against the government after Monday's ambush, which shocked the country and increased anti-government sentiment on social media.

This week the opposition rejected all concessions and efforts at reconciliation by Ennahda, arguing that its leaders bumbled for too long and that their time was up. It is planning to create its own rival "salvation government."

Tunisia's powerful General Union of Tunisian Workers was in talks with the opposition on Monday, and has said it may discuss a strike. Last Friday, its strike called to mourn the assassinated leftist politician, Mohamed Brahmi, paralyzed much of the country.

Larayedh struck a note of defiance in a speech on Monday, calling the opposition protesters "coupists." He also challenged his critics to act constructively.

"We are open to all kinds of dialogue with all sides. We want specific proposals," he said. "Any precise suggestions regarding increasing the effectiveness of the government, bring them forward."

A Constituent Assembly is only weeks away from completing a long-delayed draft constitution to be put to a referendum.

The secular opposition has called for the 217-member Assembly to be dissolved. In the last few days, 70 lawmakers have left the body and set up a sit-in protest outside its headquarters.

In the city of Sidi Bouzid, angry protesters tried to storm municipal offices to stop employees from going to work, residents said, provoking clashes with Ennahda supporters.

The army intervened to protect the offices and police fired teargas, but residents said thousands of demonstrators were gathering in the southern city, the cradle of Tunisia's revolt.

Many people joining the growing street protests have expressed anger at Tunisia's instability and economic stagnation.

Others are frustrated that the constitution, originally promised one year after the 2011 uprising, has yet to be completed and are suspicious of the transitional government.

Japan's top diplomat heads for China seeking better ties

TOKYO (Reuters) - Japanese Vice Foreign Minister Akitaka Saiki will visit China on Monday and Tuesday for talks with senior officials, the latest in a series of efforts by Prime Minister Shinzo Abe to improve relations soured by a bitter territorial row.

The hawkish Abe, who cemented his grip on power in an upper house election last week, called on Friday for an unconditional meeting between Japanese and Chinese leaders.

Isao Iijima, an adviser to the premier, told reporters on Sunday that Abe could soon hold a summit with Chinese President Xi Jinping, but Chief Cabinet Secretary Yoshihide Suga said no schedule had been set.

"As Prime Minister Abe has repeatedly said, he wants a mutually beneficial, strategic relationship and the door is always open for dialogue. However, there is no immediate schedule for a leadership summit," Suga told a news conference on Monday.

Often fragile Sino-Japanese ties have been seriously strained since September, when a territorial row over tiny islands in the East China Sea flared following Japan's nationalisation of the uninhabited isles.

Concern that Abe, who came to power in December, wants to recast Japan's wartime history with a less apologetic tone has added to the tension.

"Vice Minister Saiki will visit China on July 29-30 and exchange views with Chinese officials," a Japanese foreign ministry spokesman said. He did not give further details.

China's Foreign Ministry responded to Abe's overture on Friday by saying its door was always open for talks but that the problem lay in Japan's attitude.

"The crux of the matter at present is Japan's unwillingness to face up to the serious problems which exist in Sino-Japan relations and it is avoiding having earnest talks and consultations with China," the ministry said in a statement faxed to Reuters. Japan, it added, should "stop using empty slogans about so-called dialogue to gloss over disagreements".

REPEAT SUCCESS?

Abe, 58, may be hoping to repeat one of the few successes of his troubled 2007-2007 term in office, when he thawed ties with China that had frayed during the five-year stint of his predecessor, Junichiro Koizumi.

Experts say a key sticking point to a Sino-Japanese summit is whether the two sides can find a way to set aside the territorial row to calm the situation and focus on other aspects of relations between the world's second- and third-biggest economies.

China wants Japan to first acknowledge that a formal dispute exists, a step that Tokyo has rejected for fear it would undermine its claim to sovereignty of the isles, known as the Senkaku in Japan and the Diaoyu in China, the experts said.

Tensions rose last year after Japan nationalised the islands and Chinese and Japanese ships and aircraft have been playing a cat-and-mouse game nearby, raising worries about an accidental clash that could escalate. On Monday, Japan's coast guard said four Chinese vessels were sighted in nearby waters, although not in an area Japan considers its territory.

The United States has affirmed that the islands are included in its commitment under a U.S.-Japan security treaty, but has repeatedly made clear it would like to see tensions abate.

Whether China's Xi, who faces huge challenges in dealing with corruption and slower-than-expected growth, has the bandwidth to improve ties with Tokyo is as yet unclear, especially given the negative view of Japan among many Chinese.

Beijing may also be waiting to see how Abe handles the touchy topic of wartime history, given the still bitter memories in China of Japan's past aggression.

Japan's Mainichi newspaper said last week Abe was unlikely to visit Yasukuni Shrine on August 15, the emotive anniversary of Japan's defeat in World War Two. The shrine is seen by critics as a symbol of Tokyo's past militarism because leaders convicted by an Allied tribunal as war criminals are honoured there along with war dead.

Anthony Weiner Paid Thousands In Campaign Cash To Search For Twitter ?Hacker? [Report]

Anthony Weiner, the 48-year-old New York Democratic politician at the heart of a serial sexting scandal, is now also accused of spending over $43,000 in campaign contributions to look for a 2011 Twitter hacker that he knew didn?t exist.

That?s the claim coming from Greg Smith in Sunday?s New York Daily News.

As most followers of political scandals already know, in May 2011, Weiner tweeted a link to a naughty photograph of himself to a Twitter follower. Oops.

In the first days of the scandal, he tried to claim that his Twitter account had been hacked.

And now the Daily News said that they have campaign finance records saying that he paid over $29,000 from the Friends of Weiner to a private investigations service called T&M Protection.

Is that like O.J. Simpson hiring a private investigator to find the real killer?

MSN Now noted that the $43,000 in campaign cash could be the easiest money T&M ever earned. Before they would get a chance to do much of anything, Weiner confessed in the face of overwhelming evidence.

Anthony Weiner ended up resigning from the U.S. House of Representatives shortly thereafter.

Now he wants to run for the mayor of New York City. As all the world already knows, a new sexting scandal has erupted ? and his campaign manager has already resigned in disgust.

It seems to be an open question whether or not Weiner has broken any laws other than the laws of good taste by sexting the naughty pictures of private parts we all wish he?d kept private.

But now the public has to wonder if there?s a question of the mis-use of funds.

The numbers do seem to change and shift in the Daily News report, which can hold out some hope that they?re just wrong. The title says the campaign paid $45,000, and the documents they show in their photo say $29,832.

But it looks bad either way.

A Daily Intelligencer report from February had already claimed Weiner paid T&M over $13,000 for the Twitter hacker search.

How about some reaction from Twitter itself to the rather believable rumor?

I can?t say for sure that thousands in campaign funds went to search for a Twitter hacker that Weiner knew didn?t exist. But I?ll admit that I have some doubts about Anthony Weiner?s honesty.

WASHINGTON (AP) ? Secretary of State John Kerry on Monday appointed a former U.S. ambassador to Israel, Martin Indyk, to shepherd Israeli-Palestinian peace talks, just hours before senior negotiators from the two sides sit down together for the first time in years.

Urging the parties to reach "reasonable compromises on tough, complicated, emotional and symbolic issues," Kerry acknowledged that the path ahead would be long and difficult. But he said Indyk had the respect and confidence of all involved and that his vast experience in Middle East diplomacy could only help what will surely be a protracted process.

"I think reasonable compromises have to be a keystone of all of this effort," Kerry told reporters as he announced Indyk's new position at the State Department. The appointment came a day after the department said the Israelis and Palestinians had accepted Kerry's invitation to resume direct talks on Monday evening. The initial negotiations, mostly over procedure, are expected to continue on Tuesday.

"I know the negotiations are going to be tough, but I also know that the consequences of not trying could be worse," Kerry said.

Indyk, who will be the administration's special envoy for Israeli-Palestinian negotiations, "knows what has worked and he knows what hasn't worked, and he knows how important it is to get this right," Kerry said. "Ambassador Indyk is realistic. He understands that Israeli-Palestinian peace will not come easily and it will not happen overnight."

"But he also understands that there is now a path forward and we must follow that path with urgency," Kerry said. "He understands that to ensure that lives are not needlessly lost, we have to ensure that opportunities are not needlessly lost."

Indyk, 62, will take a leave of absence from his current job as vice president and foreign policy director at the Washington-based Brookings Institution think tank to take up what he called the "daunting and humbling challenge" of trying to forge a peace deal that has eluded successive U.S. administration.

He thanked President Barack Obama and Kerry for "entrusting me with the mission of helping you take this breakthrough and turn it into a full-fledged Israeli-Palestinian peace agreement."

"It is a daunting and humbling challenge, but one that I cannot desist from," Indyk said.

Indyk served as former President Bill Clinton's ambassador to Israel and was a key part of the failed 2000 Camp David peace talks. He was also a special assistant to Clinton and senior director for Near East and South Asian affairs at the National Security Council from 1993 to 1995. And, he served as assistant secretary of State for Near Eastern affairs in the State Department from 1997 to 2000.

In his new job, Indyk replaces David Hale, who had served as a place holder in the post until last month. Hale had succeeded former Sen. George Mitchell as the Obama administration's first special Mideast envoy. Mitchell resigned in 2011 following two years of fruitless and frustrating attempts to get the Israelis and Palestinians to engage in serious negotiations.

Indyk's appointment has been carefully choreographed to come just hours before senior Israeli and Palestinian negotiators sit down for a working dinner hosted by Kerry.

Kerry spent much of his first six months as America's top diplomat in frenetic diplomacy trying to get the two sides to agree to resume peace talks that broke down in 2008. An attempt to restart them in 2010 failed after a single day.

Since February, Kerry has made six trips to the region shuttling between Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas to try to cajole them into returning to negotiations.

Kerry announced on July 19 in Amman, Jordan, that the two sides had reached a basis for returning to the table, but stressed that it still had to be formalized. On Sunday, the State Department announced that the two sides had accepted invitations from Kerry to come to Washington "to formally resume direct final status negotiations."

That followed a decision by Israel's Cabinet to free 104 long-held Palestinian prisoners, a longstanding demand of Abbas.

Abbas has been reluctant to negotiate with Netanyahu, fearing the hard-line Israeli leader will reject what the Palestinians consider minimal territorial demands. The Palestinians want a state in the West Bank, Gaza and east Jerusalem, territories Israel captured in 1967, but have accepted the principle of limited land swaps to allow Israel to annex some of the dozens of settlements it has built on war-won lands.

Abbas had repeatedly said he will only go to talks if Israel either freezes settlement building or recognizes the 1967 lines as a starting point for drawing the border of a state of Palestine.

Israel has made no such concessions, at least publicly, and the details of the framework for the talks brokered by Kerry remain shrouded in mystery.

Target pursues college students with Bullseye University

The young girl in T-shirt and shorts paces up and down her dorm room, occasionally stopping to vault herself on top of the bunk bed and then back down again.

"Who finished the pizza?" she seems to ask no one in particular. "I did."

This millennial's musings would seem typical of any bored college student, if it weren't for the thousand or so people watching her online.

For four days last week, Target live-streamed five YouTube personalities as they mused, joked, ate, slept and generally passed the time in makeshift dorm rooms outfitted with products sold by the Minneapolis-based retailer.

Not quite commercial, not quite reality, Target's digital experiment, dubbed Bullseye University, represents its most ambitious attempt to penetrate the digital universe of college students. By scrolling over each room on BullseyeUniversity.com, viewers could also activate pop-up boxes that give information about the merchandise and links to purchasing them on Target.com.

Brian Kelly, a retail consultant and former top marketing executive at Sears, says live-streaming millennials interacting with Target products gives Bullseye University an air of relevance "that's not as creepy" as other voyeuristic projects.

"Part of the message is the medium," Kelly said. "And if you can find a way to drive commerce, then why not?"

If Bullseye University seems a bit like "Real World," MTV's long-running reality show, well, that's the point. (MTV actually sponsored a concert on the site.) To connect with digital-savvy college students, Target officials say they needed to move beyond commercials and circulars and focus on what resonates with the younger set.

"The millennial guest is different from other generations, especially their media consumption," Senior Vice President of Marketing Rick Gomez said in an interview. "They are all over digital, mobile, social. . So we have invested a significant part of the back-to-college campaign to the digital space."

For retailers, the back-to-school shopping season is the second-most-important period in the year behind Christmas, and college students drive most of the spending. The National Retail Federation last week estimated that back-to-college spending will hit $45.8 billion, nearly two-thirds of the entire season. Though the Retail Federation says fewer students will live in dorms this upcoming school year, about 42 percent of families will spend an average of $104.76 on new bedding, small refrigerators and microwaves, up from $100.27 last year.

200 products to the seasonal back-to-school sections in more than half of its U.S. stores, including items designed to appeal to college students on both an aesthetic and functional level: neon-colored bedding and microwavable bowls that prevent accidental spillage of those life-sustaining ramen noodles.

But Target is also after something much more elusive: lifetime loyalty.

"It's really important for us to build that relationship with these future guests early on," said Gomez, a former top marketing executive with MillerCoors. "If you get them into Target and understand the brand and what we have to offer, we can create guests for life.

"When you are going off to college, it's sort of a new life stage," he said. "It's the first time you are moving out, you're on your own, and moving into a dorm or first apartment. As a brand, it's important to be there for the guest as they are shifting to a new life stage."

But converting millennials into long-term Target shoppers requires more than just a quirky slogan or a free product. Research shows that millennials are more immune to traditional marketing tactics. They watch far less television than other generations, instead relying on peer recommendations and social-media content to purchase something on their smartphones and tablets.

Carol Spieckerman, president of the Newmarketbuilders consulting firm, said Bullseye University feels more like a digital experiment than a coherent marketing campaign aimed at college students. "It feels a little disjointed," she said. "Retailers are running lots and lots of experiments at the same time in their stores. What Target has done is to take this multi-testing approach and apply it to digital, which gives Target much more flexibility but also makes it much more risky."

According to a report by Barkley, a marketing agency, and Boston Consulting Group, about 70 percent of millennials say they feel more excited about doing something if "my friends agree with what I want to do."

Apple seeds iOS 7 beta 4 to developers

In keeping with earlier rumors, Apple has started seeding iOS 7 beta 4 to developers. Because the code has only just been released, any changes have yet to be discovered. The rumors suggested, though, that beta 4 would implement bugfixes, graphical and UI enhancements, and "a couple of other updates."

One source further indicated that only two more iOS 7 betas will be issued before the firmware is complete. Apple may have relatively little time left to work on it; the company is widely expected to launch iOS 7 sometime in September alongside new iPhones, leaving just the month of August to fix any major polish or feature difficulties.

Registered developers must download beta 4 as an over-the-air update or wait for it to appear at the Developer Center.

WASHINGTON ? Lloyd?s of London, the world?s specialist insurance company providing services to companies in more than 200 countries, has issued a dire warning of the potential consequences of an electromagnetic pulse event from a solar storm, according to report from Joseph Farah?s G2 Bulletin.

Lloyd?s study, titled ?Solar Storm Risk to the North American Electric Grid,? centered on the highly populated region from New York City to Washington, D.C., but added that other high-risk regions are in the Midwest and in regions along the Gulf Coast.

The fact a major insurance company is looking at the economic consequences of an EMP from a direct solar storm suggests there is increasing concern in the insurance industry that companies may be facing the danger of severe economic losses.

As a major trend setter in the insurance world, Lloyd?s unusual warning about the effects from an EMP could have an impact on insurance company coverage.

?A severe space weather event that causes major disruption to the electric network in the U.S. could have major implications for the insurance industry,? the Lloyd?s study said. ?If businesses, public services and households are without power for sustained periods of time, insurers may be exposed to business interruption and other claims.?

Sources suggest insurance companies could begin requiring companies they insure make sufficient efforts to harden their electronics to protect their companies, especially since companies now can collect insurance for work stoppage due to electrical outages.

?A severe space weather event that causes major disruption to the electricity network in North America could have major implications for the insurance industry,? the study said. ?The total U.S. population at risk of an extended outage from a Carrington-level storm ranges between 20-40 million with durations up to 1-2 years.?

Some experts suggest an EMP with this catastrophic effect on major U.S. urban centers could, in effect, wipe out city populations because of their dependency on those critical infrastructures that rely on electricity, electronics and automated control systems to exist.

Sources say that it is curious that a British insurance company would center on the effects of an EMP on U.S. cities rather than in Britain, which has decided to undertake efforts to harden its national electrical grid system. They add, if the United States doesn?t take action, the effects will have profound effects on the world economy.

Saying that the corridor between Washington, D.C., and New York City is at serious risk, the impact on a society that is increasingly dependent on electricity is ?likely to be severe and wide-ranging,? the report said.

The 1859 Carrington event is regarded as the most severe solar storm recorded in U.S. history. It occurred 154 years ago. The Lloyd?s study warned, however, that such ?very extreme storms? occur every 150 years.

Saudi man dies in kingdom from MERS coronavirus: Health Ministry

DUBAI (Reuters) - A Saudi man has died of the coronavirus Middle East Respiratory Syndrome (MERS), the Saudi Health Ministry said on Saturday, raising to 39 the number of deaths from the SARS-like virus in the kingdom where it first emerged last year.

"The Ministry of Health has announced the death of one case, who had been previously announced to be infected with this virus in Asir, may Allah have mercy upon him," the ministry said in a statement.

An 83-year-old man from the same southern province was also confirmed to have contracted the virus, bringing the total number of confirmed cases inside the kingdom to 66, the ministry said.

The World Health Organization said earlier this month that MERS, which can cause fever, coughing and pneumonia, had not yet reached pandemic potential and may simply die out.

Hundreds of thousands of Muslims come to Saudi Arabia during Ramadan for umrah, a pilgrimage that can be carried out at any time of year.

Millions are also expected to travel to Mecca for the main haj pilgrimage which falls in October this year, but the authorities have cut the number of visas this year, citing safety concerns over expansion work at the main mosque site.

WHO experts said last month that countries at risk from MERS should put in place plans for handling mass gatherings but has stopped short of recommending restrictions on travel.

Plague-Infected Squirrel Found In California; Should You Be Worried?

A squirrel carrying the bubonic plague has caused a touch of hysteria to infect some U.S. residents this week, as worrywarts bite their fingernails over concerns for the return of the so-called "Black Death." But should this actually be a cause for mass panic? Not really, say experts.

The sick squirrel, which was trapped in mid-July in California's Angeles National Forest and underwent routine testing, prompted the closure of three campgrounds after it tested positive for the plague. The Los Angeles Daily News reports Broken Blade, Twisted Arrow and Pima Loops of the Table Mountain campgrounds were closed Wednesday.

As the plague-infected rodent made headlines this week, netizens took to social media to express their concern. "Is [this] plague the same thing as THE plague, and is this how the world ends?" wrote one worried Twitter user Friday. "A squirrel in California has the plague. Should we be worried?" wondered another.

The infected rodent did indeed carry the same disease that decimated Europe in the Middle Ages. "It is the plague, the Black Death," Ken Gage, chief of Centers for Disease Control and Prevention's flea-borne diseases section in Fort Collins, Colo., told The Huffington Post over the phone Friday.

As the CDC points out on its website, however, modern antibiotics are effective in treating the plague. Over the last few decades, the percentage of people in the United States who die from the plague has fallen dramatically. During the pre-antibiotic era, about two-thirds of all plague victims died from the disease; but nowadays, about 90 percent of plague victims who get prompt medical attention survive.

It is also quite unlikely that you would ever contract the disease. According to the CDC, an average of 7 human plague cases are reported in the U.S. each year.

Still, despite its rarity and relatively high survival rate, the disease, which is caused by the bacterium Yersina pestis, must be taken seriously. If untreated, plague can cause serious illness and death. Plague symptoms include fever, headache, chills, weakness and swollen lymph nodes.

Earlier this year, i09's Esther Inglis-Arkell wrote about the disease, explaining "why people in the United States are still dying from the bubonic plague." She concluded that it's pertinent for us all to remember the deadliness of the disease.

"The United States is one of the many countries around the world that technically still suffers from what was once called the Black Death. Although we're not keeling over like medieval peasants, there are regular cases of bubonic plague that spring up every year in the American southwest. Occasionally, they lead to deaths," she wrote. "[The plague is] incredibly well-known, but still almost unthinkable. No one seriously considers the plague these days, and a few scattered cases throughout an entire nation doesn't mean that people will recognize it when it comes."

In the United States, human plague is most common in parts of New Mexico, Arizona, Colorado, California, Oregon and Nevada.

As the Verge's Adrianne Jeffries notes, the plague is much worse outside the U.S. Citing World Health Organization estimates, Jeffries writes:

[T]here are thousands of cases of human plague a year in central, eastern and southern Africa, South America and in large areas of Asia, and mortality rates are much higher in some areas with poorer access to health care. There is a vaccine available, but it is rare and only available to professionals who are at high risk of exposure.

If you live in a plague-prone region, the CDC recommends taking steps to prevent catching the disease, such as keeping away from rodents and taking precautions against fleas.

People typically contract the plague after getting bitten by rodent fleas or handling infected animals. Last year, a 7-year-old girl in Colorado contracted the plague after coming into contact with a dead squirrel, and a 59-year-old Oregon man caught the disease as he attempted to remove a dead mouse from his cat's throat. Both survived, though the man lost his fingers and toes to infection.

As USA Today notes, the response to cases of plague in the U.S. is swift. The CDC's Ken Gage told the newspaper that states where plague is relatively common "are quite good at responding quickly" and have effective programs in place to control the spread of the disease.

Ultimately, Gage says that we shouldn't be too scared of the plague, but insists that we cannot be blas? about it either.

"We don't expect the plague to spread all over [the United States], but you can have localized outbreaks. The risks are not astronomically high but the risks are higher than normal," he told HuffPost. "The plague's very rare but if you get it, and you don't seek treatment quickly enough or if the medical professionals you see don't know what it is, you can die. If you know you're in an area where there's a plague outbreak, you must take precautions."

Indian troops shot and killed one Pakistani soldier and injured another in an "unprovoked" attack across the countries' disputed border in Kashmir, Pakistan's army said Saturday.

"A soldier embraced martyrdom while another was seriously injured due to unprovoked firing by Indian troops in Rawala Kot area at the Line of Control (LoC) on Saturday," the army said in a statement.

Kashmir, a Muslim-majority territory, is divided into Indian and Pakistani-administered sectors but is claimed in full by both sides.

It has been the cause of two of three wars between India and Pakistan since independence from Britain in 1947.

A ceasefire has been in force along the Line of Control since 2003 despite sporadic violations on both sides.

France Backs Argentina in Debt Case at Supreme Court

PARIS--The French government said Friday it is supporting Argentina's U.S. Supreme Court appeal in a closely watched case involving hedge funds that are trying to collect on the South American country's defaulted debt.

French finance minister Pierre Moscovici said in statement that France will intervene as amicus curiae in favor of Argentina's June 24 petition before the Supreme Court.

Argentina is asking the Supreme Court to review the Second U.S. Circuit Court of Appeals's ruling last October that ordered the South American country to pay more than $1.3 billion to hedge funds that are suing for full repayment on defaulted bonds.

Mr. Moscovici said France's intervention is not specifically linked to the Argentina case. Rather, Paris fears that the decision to order Argentina to pay could dissuade other creditors from participating in restructuring sovereign debt in the future.

"The principle of ordered and negotiated sovereign debt restructuring, particularly those carried out by the Paris Club, could be affected," Mr. Moscovici said in a statement.

The decade-old legal saga stemming from Argentina's $100 billion default in 2001 has come to involve the International Monetary Fund and the U.S.

On Tuesday, the IMF backed away from a plan to support Argentina's appeal. The IMF said Managing Director Christine Lagarde withdrew her recommendation for a high-court brief after U.S. Treasury officials said it wasn't the right time for the fund to get involved in the case.

The Supreme Court won't decide until this fall whether to hear Argentina's appeal.

So far, Argentina has restructured about 93% of its defaulted debt.

If Argentina is forced to pay the holdouts, it may not be able to pay creditors that have consented to debt-restructuring efforts in the past, Mr. Moscovici said.

"France's decision aims to alert the Supreme Court of the possible implications of its decision for the good functioning of the international financial system," he said.

KKR's second-quarter earnings plunge on fund values

NEW YORK (Reuters) - KKR & Co LP said on Friday that its second-quarter earnings declined by 74 percent as a lower appreciation in its private equity funds overshadowed a quadrupling in the cash it received from the profits its funds generated.

With KKR meeting more of the performance hurdles agreed to with fund investors, over 80 percent of its private equity assets were in a position to pay carried interest - KKR's share of the profits. Carried interest cash jumped to $161.9 million in the quarter from $39.4 million a year ago.

But economic net income (ENI), which takes into account the market value of assets and is an alternative asset manager's headline earnings metric, dropped to $144.4 million from $546.1 million a year ago, as KKR's private equity portfolio appreciated 0.9 percent compared with 5.1 percent a year ago.

This translated into second-quarter after-tax ENI of 18 cents per share versus 26 cents per share forecast on average by analysts in a Thomson Reuters poll. KKR shares fell and were trading down 1.7 percent to $20.60 in afternoon trading.

In a statement, Henry Kravis and George Roberts, KKR's co-chief executives who founded the firm in 1976 together with Jerome Kohlberg, focused on the company's dividend following a change in the company's distribution policy last quarter.

"Our realization activity in the second quarter drove the highest cash carry we have reported since going public, contributing to a quarterly distribution of 42 cents per unit," they said.

Cashing out in the second quarter included the sale of music rights management company BMG to Bertelsmann AG , Europe's largest media company, where KKR made 1.8 times its original investment, and the sale of Japanese recruitment services firm Intelligence Holdings Ltd to peer Temp Holdings Co Ltd , which saw KKR make 5.4 times its money.

KKR also sold shares in four of the companies it has already taken public, valuing its investments in them at an average 2.5 times the money it paid for them as equity. About 23 percent of KKR's private equity portfolio is in publicly listed companies.

The second-quarter distribution of 42 cents per share compared with a distribution of 13 cents per share a year ago. This was not just due to a rise in carried interest but also because KKR shared with its shareholders more of its profits from its principal investments coming from its balance sheet.

In April, KKR declared a new payout policy and promised to distribute 40 percent of its balance sheet income as a dividend every quarter. This resulted in $60.1 million in principal investment income being distributed to shareholders in the second quarter of 2013 compared with no such income being distributed a year ago.

Huge by industry standards, the size of KKR's balance sheet is the legacy of the firm's merger in 2009 with KKR Private Equity Investors, a fund vehicle whose listing KKR transferred to New York from Amsterdam in 2010.

Its balance sheet profits, referred to as net realized principal investment income, halved compared with a year ago to $150.3 million, as KKR's own investments failed to match the profit growth seen by its funds.

This resulted in total distributable earnings - money available to pay dividends - falling slightly in the second quarter to $403.8 million from $406.1 million a year ago.

CONTRAST WITH BLACKSTONE

Fee-related earnings, mostly reflecting fees it charges to investors and portfolio companies that are not based on KKR's performance, rose to $98.2 million from $69.8 million a year ago, on the back of new capital raised as well as the acquisition of hedge fund investor Prisma Capital Partners LP.

KKR's earnings contrasted with Blackstone's results released last week. Blackstone's second-quarter earnings more than tripled as the value of its private equity and real estate funds rose more than 5 percent and it cashed out on parts of its portfolio, including SeaWorld.

KKR's results were a reversal from the second quarter of 2012, when its earnings jumped 73 percent while Blackstone's fell 74 percent, underscoring the volatile and lumpy nature of the earnings of these complex investment firms when viewed on a quarterly basis.

KKR, whose investments include retailer Toys R Us Inc, Internet domain registration company Go Daddy Group Inc and payment processing company First Data Corp, said assets under management rose to $83.5 billion at the end of June from $78.3 billion at the end of March. Besides private equity, the assets include credit investments, hedge funds and infrastructure.

KKR reported progress in raising capital for a key fund seen as a test of its fundraising power in private equity, its flagship North American Fund XI (NAXI).

KKR's head of global capital and asset management Scott Nuttall told analysts on a conference call that NAXI had secured just over $8 billion from investors this month, in line with its fundraising goal. Nuttall, however, did not say that fundraising for NAXI had been completed.

KKR also gave an update on real estate, a new initiative for the firm. A property fund with investor commitments of $500 million appeared in KKR's earnings statement for the first time, with 40 percent of the capital coming from KKR itself.

KKR will invest an additional $250 million each to real estate, energy and special situations strategies, Nuttall said, with the money coming from cash available on its balance sheet and not affecting dividends paid to shareholders.

Earlier this week, KKR announced with less than a day's notice that its credit investment chief William Sonneborn would step down, to be succeeded by its head of capital markets Craig Farr.

Asked what KKR's investors thought of Sonneborn's resignation, Nuttall said they appreciated the firm's increased deployment of capital in credit and that KKR had already started to consolidate some of the operations of the credit and capital markets teams.

Shared.Com Takes On Mega, Dropbox With 100GB Of Free Storage Space

The coral-stromatoporoid reef disappearing from the planet earth was one of the most significant and representative phenomena for the Late Devonian F-F transitional mass extinction event. Professor GONG Yiming and his group (Wu Yibu, Feng Qi etc.) from State Key Laboratory of Biogeology and Environmental Geology of China University of Geosciences are trying to tackle this problem. After several years of continuous research, they have discovered that blooming and invading of bacteria and algae played an important role for before 370 Ma (Late Devonian F-F transition) coral-stromatoporoid reef disappearing from the planet earth. And this may be the key that unlock mystery of the modern reef-building coral bleaching. Their work, entitled "blooming of bacteria and algae is a biokiller for mass-extinction of Devonian coral-stromatoporoid reef ecosystems", was published in SCIENCE CHINA Earth Sciences, 2013, Vol. 56, No.7.

Modern coral reefs are widespread in tropical and subtropical shallow sea, while coral-stromatoporoid reefs were much more widespread and spectacular before 370 Ma. But the former keep reducing because of reef-building corals bleaching; while the latter were extincted before 370 Ma. Why these happened? Are there any relationships between them? Bacteria and algae may be the most potent killer for both of them.

The innovation of this study is that evidences of direct interactions between bacteria and algae and living reef-building coral-stromatoporoids in the Devonian fossil records have been found in terms of the relationships between organisms and environments, as well as interactions between microbes and macro-organisms. These evidences include many kinds of invading bacteria and algae in "living" Devonian reef-builders in thin sections (as shown in the Figure 1). Bacteria and algae prevented growth of coral-stromatoporoids and the latter had the ability of self-healing(as shown in the Figure 2). Hence they suggested that blooming and invading of bacteria and algae was a possible biokiller for before 370 Ma coral-stromatoporoid reef disappearing from the planet earth. It is worth noting that similar phenomena have been widely reported in modern coral reefs. This study may give the key to unlock mystery of the modern reef-building coral bleaching and also provide a warning and revelation in prevention and treatment of modern coral reef bleaching.
